About Goff Policy

Founded in 2019 by Eric Goff, Goff Policy helps clients navigate complex issues and launch projects that shape the future of energy and infrastructure in Texas and beyond.

We focus on the energy transition and its impact on the U.S. economy and its critical systems. Our clients—including trade associations, developers, investors, utilities, municipalities, and consumers—turn to us for strategic insights, expert guidance, and effective political and regulatory advocacy.

Eric was previously appointed by the Texas Office of Public Utility Counsel to represent residential consumers at ERCOT, and has served on various nonprofit boards related to housing and transportation.

  • Founder • Eric Goff heads Goff Policy, an Austin-based advocacy and advisory firm focused on energy and infrastructure policy. Many of his clients have a strategic focus on energy innovation. He helps consumers, battery, solar developers, banks, utilities, and retailers manage and understand ERCOT markets. Before practicing as an independent consultant, he worked for Citigroup Energy and previously worked for NRG Energy, Reliant Energy, and Constellation New Energy. He is the past Chair of ERCOT subcommittees and working groups and is currently appointed by the Office of Public Utility Counsel to represent the Texas residential consumers at ERCOT.

  • Policy Analyst • Juliana Gianni is a Policy Analyst at Goff Policy, where she supports the firm's regulatory and policy work in the Texas energy market and beyond. Her background includes technical research and analysis focused on sustainability, energy markets, and climate policy.

    Before joining Goff Policy, Juliana interned on the trade floor at NRG Energy, gaining direct experience with wholesale power markets. She later worked at ICF, where she contributed to greenhouse gas inventory development for state and local governments and helped build a model to forecast rooftop solar adoption.

    Juliana holds a Bachelor of Science in Environmental Science from Dickinson College, with a minor in Economics. While at Dickinson, she was also a member of the varsity women’s soccer team.

  • Energy Policy & Market Analyst • Reagan Redd is a policy and business analyst at Goff Policy, based in Denver, Colorado. She co-leads the firm’s policy and market engagement work across the Western United States, helping clients navigate complex regulatory landscapes and emerging market structures. Reagan’s background spans distributed energy resource planning for a rural electric cooperative, community energy deployment with the U.S. Department of Energy, and international energy-development research with the United Nations.

    Before joining Goff, Reagan worked, studied, and volunteered across the globe. She holds a Master of Science in Global Energy Systems from the Norwegian University of Life Sciences and brings a deep commitment to community-driven solutions, cross-sector collaboration, and shaping the next era of clean energy in the West.

  • Senior Advisor • With more than 15 years of combined experience in energy, government affairs, and public policy, McCall Johnson provides strategic direction and counsel to help maximize value for clients across the country. Consulting for Goff Policy as a senior advisor, McCall is a key advisor with our clients and a key collaborator pertaining to Western Markets. 

    McCall is currently a Vice President at Innovant PR, where she supports a variety of clients in the energy sector. Previously, McCall has worked at the Public Utility Commission of Texas, where she handled legislative relations, speechwriting and matters pertaining to the Electric Reliability Council of Texas. McCall has also held various positions with Recurrent Energy, including Director of External Affairs, a role in which she was responsible for all aspects of Recurrent's public affairs initiatives as well as federal, regional, and state-level legislative efforts. Throughout these roles, McCall has directed lobbying efforts and collaborated with consultants and advisors on market regulations throughout the United States. 

    McCall earned a Master of Public Administration with a concentration in Energy Policy at the American University of Paris and holds a Bachelor of Business Administration with a focus on Finance from the University of Texas.

    A graduate of Texas Christian University, Callie holds Bachelor of Science degrees in political science and communications. Prior to her work at Goff Policy, she served for a decade in the U.S. Navy and U.S. Navy Reserve, specializing in intelligence data analysis and policy research.

    Dedicated to excellence in client service, Callie contributes to administrative support and operational efficiency, helping Goff Policy deliver insights on Texas regulatory matters.

  • VP of Operations • Timothy Seaton’s career has been focused on delivering exceptional professional services at scale. As VP of Operations for Austin-based policy firm, Goff Policy, Tim is responsible for creating and managing efficient, scalable systems, building and supporting the GP team, managing the firm’s financial strategy, and the firm’s internal initiatives.

    Prior to joining Goff Policy, Tim was co-founder and COO of Blue Sky Partners where he was responsible for steering and scaling values-driven growth. His strategic approach was instrumental in cultivating partnerships and guiding BSP from its inception to become a nationally recognized, operations-focused consulting firm.

    At Toi, Tim led collaborations with industry giants like Verizon Digital Media Services and Red Bull Records, where he honed his skills corralling a network of professionals to achieve big goals together.

    Tim lives in Austin with his wife, Kareece, and their dog, Marla.

  • Managing Director • Nathan Ryan is a serial entrepreneur, business and community leader, based in Austin, Texas. As the managing director of Austin-based policy consulting firm, Goff Policy, Nathan oversees the firm's business strategy, brand and marketing, business development, sales, and partnerships, with a focus on sustainable growth.

    Prior to joining Goff Policy, Nathan was the founding CEO of Blue Sky Partners, and led the company for seven years as the firm helped companies, nonprofits, and governments build scalable strategies and operational frameworks. Under his leadership, the team at BSP helped start and scale more than 100 programs, departments, and initiatives all across the United States.

    Nathan was formerly the chair of the board at the Austin Monitor (now Austin Current, at the Texas Tribune) a nonprofit newsroom focused on making local journalism more accessible and approachable for Central Texans.

    In addition to his professional pursuits, Nathan has been deeply involved in public service and nonprofit work over the course of his career. He has served as chair of the City of Austin’s Economic Prosperity Commission and as chair of the board for the LBJ Presidential Library’s Future Forum. He was also appointed by Austin City Council to serve on both the Urban Transportation Commission and the Ethics Commission.

    Nathan was the 2023 recipient of Leadership Austin's "Ascendant Alumni Award," and has been a finalist for Austin Under 40, Austin Chamber of Commerce's A-List Award and Best CEO Award, as well as Austin Young Chamber's FAVE Awards.

    Nathan lives in Austin, Texas, with his dogs, Max and Rory.
